In recent days, a heated debate broke out on China's and international social media about the so-called "adhering to epidemic control and prevention in the next five years" in Beijing municipality's 13th Communist Party of China (CPC) Congress report. It turned out that it was an editorial mistake made by the local media and no such words existed in the actual report, according to a clarification post by the Beijing Daily president Zhao Jingyun on WeChat.
As a result, Ginger River believes that it is important to provide more introduction to the CPC congresses at the provincial level.
GRR has collected the full-text official reports delivered by the 31 party secretaries at their local CPC congresses, and the name lists of the elected deputies to the Party's 20th national congress from the 31 CPC congresses at the provincial level in the time order. All the information has been aggregated in a PDF file via Google Drive and in a Excel file via Google Drive with links and notes, which can be shared, downloaded, and worked upon.
It is noted that Xinjiang seemed to have only offered an excerpt of the Party’s congress report. Moreover, only a readout of Beijing’s CPC congress report is available at the present. Once the full reports of them are released or found, GRR will update this post and add the full reports to the file on Google Drive.

More about the CPC congress:
A CPC congress of the national level or lower levels takes place once every five years. Starting from October 2021 in Xinjiang, a new round of the CPC congress at the provincial level kicked off one after another across the country.
According to open sources, 14 provinces and regions held their CPC congress at the end of 2021, while the other 17 were held in 2022 (four municipalities are included), from April to June (that explains why there are 31 local CPC congress reports included in the file mentioned above).
During the congresses, representatives of CPC reviewed their work in the past five years, and they also made strategic plans and objectives for five years to come. Therefore, the significance of the CPC congress for local political life is self-evident.
Take south China's Guangdong Province for example. In the 13th Guangdong Provincial Congress of CPC's agenda (held in May this year), the committee would hear and examine the report of the 12th Guangdong Provincial Committee of the CPC as well as the report of the commission for discipline inspection. According to the agenda, the new provincial Party committee and the provincial discipline inspection commission would be elected. And they would elect delegates to the Party's 20th national congress, which will be convened in the second half of 2022.
Moreover, the party secretaries of Beijing, Chongqing, Guangdong, Shanghai, Tianjin, and Xinjiang, who represented the local CPC committee to deliver the reports at the local Party congresses, are also members of the Political Bureau of the CPC Central Committee.
According to a report from the Organization Department of the CPC Central Committee which was released ahead of the 101st founding anniversary of the CPC on July 1, the number of the CPC members surpassed 96.71 million at the end of 2021, 3.7 percent up from the 2020 figure.

Xi inspects Wuhan, stresses sci-tech innovation, COVID-19 control, community management -- Xinhua
WUHAN, June 29 (Xinhua) -- President Xi Jinping has stressed keeping the lifeline of science and technology firmly in China's own hands and making the country's development more independent, self-reliant and secure.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during his inspection in Wuhan, capital city of central China's Hubei Province, on Tuesday.
Xi also stressed fostering more advanced technologies and sectors, blazing new spheres of economic development, and creating new advantages in international competition.
Speaking about the fight against COVID-19, Xi said China's response measures and anti-epidemic policy have protected people's lives and health to the greatest extent.
Chinese President Xi Jinping made his sixth domestic inspection tour of this year in Wuhan, capital city of central China's Hubei Province, on Tuesday. Xinhua released a full-text readout in Chinese and in English on Wednesday and Thursday, respectively. Below is part of the readout on COVID epidemic prevention measures and technology innovation selected by GRR.
On COVID epidemic prevention:
Xi stressed that the COVID-19 epidemic has posed a serious test for the country. We have always put the people and their lives first, worked hard to prevent both inbound cases and domestic resurgences, upheld a dynamic zero-COVID policy, and kept adjusting epidemic prevention and control measures in light of new developments. Through such efforts, we have protected the safety of people's lives and their health to the maximum extent. Given its huge population, if China adopted such prevention and control policies as herd immunity or a hands-off approach, the consequences would be unimaginable. The CPC Central Committee made the decision to adopt a dynamic zero-COVID policy based on the nature and purpose of the Party and the country's actual conditions. We would rather suffer temporary losses in economic development than harm people's lives and health, particularly the elderly and children. Judged from the effects in all aspects, our COVID-19 response measures are the most economical and effective. With the leadership of the CPC and a strong community-level network as the foundation, we have the ability and strength to implement the dynamic zero-COVID policy until the final victory is achieved.
Xi noted that the epidemic has not reached bottom and we still face great pressure of preventing inbound cases and domestic resurgences. Victory comes from perseverance. We need to overcome the tendencies of letting down our guard, of being weary of fight, and of relaxation, and carry out prevention and control measures attentively while trying our best to maintain stable and healthy economic development. Party committees and governments at all levels must work to help people address their difficulties and ensure that economic development and people's production and life are as less affected as possible. We have confidence in our ability to coordinate epidemic prevention and control with economic and social development, and to bring the country's economic growth this year to a relatively good level.
On technology innovation:
His first stop was the Wuhan HGLaser Engineering Co., Ltd. In the company's R&D building, Xi listened to the introduction of the development of photoelectron information industry and breakthroughs in core technologies in Hubei, and attentively watched a display of innovative achievements in chip industry. Xi pointed out that photoelectron information industry is a high-tech industry of strategic importance and wide application, in which China has the conditions to take the lead in making breakthroughs. The East Lake High-tech Development Zone in Wuhan, Hubei Province, has its unique advantages in the field of photoelectron information. It is necessary to step up our efforts in technology research and development, develop more core technologies with independent intellectual property rights, and continuously extend the chain of innovation and fine-tune the industrial chain so as to make greater contributions to accelerating the development of China's photoelectron information industry.
With our country's further development, it is urgent to address the "bottlenecks" in core technologies in key fields. We must stay problem-oriented and give full play to the strength of new mechanisms to mobilize national support. Through vigorous endeavor, we can catch up with others and realize self-reliance in science and technology at a faster pace, Xi noted.
At a showroom of the company displaying laser science and technology and a workshop manufacturing smart laser equipment for semi-conductor panels, Xi took a look at the exhibits featuring the industrial application of laser technologies. He stressed that high-end manufacturing provides high-quality economic growth with important support. To promote the transformation and upgrading of China's manufacturing sector and build China into a strong manufacturing power, we must advance research and development in various technologies, increase the replacement rates of domestic technologies, and grasp the lifeblood of science and technology firmly in our own hands, so as to ensure that our country becomes truly strong, Xi said.
Xi talked with the employees of the company in front of the workshop building. He noted that although China is the world's second largest economy, weak links still exist in many areas. The foundation of some industries is not solid enough, and innovation is indispensable for their further development. Innovation plays a decisive role in achieving the second centenary goal of building a modern socialist country in all respects. The CPC Central Committee attaches great importance to scientific and technological innovation and has been implementing the strategy for invigorating China through science and education and the innovation-driven development strategy. If every city, every high-tech industrial development zone, every sci-tech business, and every sci-tech researcher are able to take solid steps to promote scientific and technological innovation with the focus on the direction of development determined by the country, our goal will definitely be achieved, Xi said.
Xi added that the current generation must undertake such a glorious mission. He said scientific and technological innovation requires both spending and talents and that he feels pleased to see that many young and vigorous talents are brought together in this company. The CPC Central Committee cares much about the career development of sci-tech talents. Party committees and governments at all levels are required to try their best to create mechanisms, systems, and working and living environments favorable to scientific and technological innovation, so that scientists and technologists can make further contributions to the country and the people. Xi also expressed the hope that all the talents will continue to work hard to make greater achievements.
