How members of the 19th CPC Central Committee & the 19th CPC Central Commission for Discipline Inspection were formed (Oct. 26, 2017)
From the beginning of 2017, General Secretary Xi Jinping listened carefully to the views of his comrades in the Standing Committee of the Political Bureau of the CPC Central Committee on how to generate the candidates for the new central leadership body.
All in favor that on the basis of relevant methods carried out in the 16th, 17th and 18th National CPC congress, and drawing on the practices and experience from the election of the 19th CPC central committee, Central Commission for Discipline Inspection, and CPC provincial committees, we shall listen to recommendations and suggestions within certain limits on the candidates of the new Politburo, the Politburo Standing Committee, the Secretariat, the Central Military Commission, the leadership of the State Council, and personnel in the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference (CPPCC).
On April 24, 2017, General Secretary Xi Jinping presided over a meeting of the Political Bureau of the CPC Central Committee. After research and discussion, the meeting passed The arrangement for the talk and inspection in preparation for the 19th central leadership candidates generation. The talk and inspection for the generation of candidates would be done under the direct leadership of General Secretary Xi Jinping, mainly following the principles below:
—— We must focus on implementing the five-sphere integrated plan [The five-sphere integrated plan is to promote coordinated economic, political, cultural, social, and ecological advancement] and the four-pronged comprehensive strategy [Comprehensively build a moderately prosperous society, comprehensively deepen reform, comprehensively govern the nation according to law, and comprehensively strictly govern the Party], remain committed to the new development philosophy, build a moderately prosperous society, and continuously promote the socialism with Chinese characteristics in the new era. We must focus on improving the Party’s ability to govern and lead, maintaining the Party’s advanced nature and purity, modernize China’s system and capacity for governance, and strengthen the Party's governing status. We must ensure the cause of the Party is carried forward by future generations, making the Party thrive, and seeing that our Party and nation enjoy enduring peace and stability.
—— The cadres are selected upon the standards that they make up a group of decent politicians. We must select Party officials on the basis of merit regardless of background, and on the basis of both integrity and ability, with priority given to integrity. We must appoint those who are dedicated, impartial, and upright. We must promote politically loyal cadres who are clean in governance, and send them to the right posts in a scientific way.
—— We must further improve and perfect the mechanism of generating leaders for the Party and the country, and hand over senior leadership to younger cadres actively and steadily.
—— We must adhere to the principle of the Party supervising Party officials, uphold democratic centralism, strengthen intraparty democracy, and enhance the quality as well as the efficiency of democracy. The focus of the talk and inspection is brainstorming and coming to a consensus. Therefore, no limits shall be set in terms of the number of recommendations. The votes a candidate gets will be a reference, but votes will not be the final decision. We shall put forward candidates for the next central leadership based on cadres' capability, their former performances, and the structure of the leadership team.
As for candidates of the new Central Military Commission, we should put emphasis on pursuing a high political standard and combat preparation. We should optimize the structure of new members, building a team with senior, middle-aged, and young cadres.
Based on these principles, the CPC central committee proposed the conditions that the recommended candidates must qualify.
—— Be loyal to the Party, have strong faith, firmly establish the "four consciousnesses", firmly establish the "Four Matters of Confidence", firmly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, be highly consistent with the CPC Central Committee in which Comrade Xi Jinping is the core, and be a qualified Marxist politician.
—— Have strong leadership, rich practical experience, strong revolutionary enterprise, and the spirit of reform and innovation. Be practical and realistic, dare to take responsibility, have a correct value of political performance and have outstanding work performance.
—— Take the lead in practicing democratic centralism, consciously uphold the authority and centralized leadership of the Party Central Committee with Comrade Xi Jinping as the core. Be good at uniting comrades, be fair and impartial, be broad-minded.
—— Hold the worldview, life view and values of a communist. Take the lead in adhering to principles, in abiding by the Party's discipline and rules. Have excellent conduct, integrity, a high prestige and good image inside and outside the Party.
With reference to the practice of previous congresses, based on the development needs of the Party and the state, as well as the reality of building central leadership, the central committee also made clear requirements for the scope, age and structure of the recommended candidates.
All comrades unanimously agreed that the central committee had adopted scientific and reasonable principles for selecting new members for the central leadership. The recommendation standards and conditions were clear, the requirements for the recommendation scope and the age structure of the candidates were practical, showing the CPC Central Committee's great vision.
Consensus was reached from democracy and science —— the selection of new central leadership adopted a set of new methods and new measures, which reflected the new mechanism and new direction of appointing new cadres, thus the Party's new style and new image were on display.
In late May 2017, a provincial cadre was notified to come to Beijing for a talk in the Party.
The talk was arranged in Zhongnanhai. Three materials were already on the table when the cadre entered the waiting room ——Arrangements for talks and investigation, Namelist of current Party and state leaders and comrades, and Namelist of leading Party members at the provincial and ministerial level.
In accordance with the work procedures, the cadres engaged in the talks were given sufficient time to read the materials. They must think carefully and independently for the talk.
On this basis, the comrades in the central leadership had a face-to-face conversation with the cadre, listened to his recommendations and opinions on the candidates of the new central leadership.
"There was no limit to the number of recommendations, I talked as much as I knew, in the way I wanted. (The conversation) was realistic, practical, and free," the cadre concluded, "As a comrade working in local institutes, it is a high level of trust from the central committee that gave me the opportunity and qualifications to express my views and make recommendations on the candidates for the new central leadership, which fully reflects the democratic conduct and broad-mindedness of our Party, and reflects the Party's fine tradition of pooling the wisdom of the whole Party."
Through one-on-one talks, listening to the recommendations of candidates for central leadership and related suggestions, was a major innovation in the nomination of 19th central leadership candidates.
The major innovation was reflected in drawing on experience from history and exploring new ways of selecting Party officials:
For the nomination of leaders of the Party and the country, the Party has a fine tradition and continues to explore actively. There are both experiences and lessons. The Party's 17th and 18th Congress adopted the recommendation in meeting, but due to excessive emphasis on the weight of votes, drawbacks showed up: Some comrades casually "tick the box" in the recommendation process, resulting in arbitrary voting, distortion of public opinion, and even voting of nepotism. The central committee has investigated and punished Zhou Yongkang, Sun Zhengcai, Ling Jihua, etc. for they had used the process to engage in bribery and other non-organizational activities.
Adhering to the problem-orientation, the central committee innovated and improved the way of selecting candidates for the new central leadership, emphasizing adherence to the democratic direction, improving democratic methods and enhancing democratic quality. The central committee decided to conduct a thorough and strict investigation into the candidates of the CPC Central Committee and the candidates of the Central Commission for Discipline Inspection. Through procedures like talks and investigation, listening to opinions, and meetings, we gradually formed the candidates for the central leadership.
From late April to June in 2017, General Secretary Xi Jinping specifically arranged time to talk with current party and state leaders, members of the Central Military Commission and veteran Party comrades to fully listen to their views. He talked to 57 people in total.
According to the arrangements of the Politburo Standing Committee (the Standing Committee of the Political Bureau of the CPC Central Committee), leaders from the central committee listened to the views of Party members at the provincial and ministerial levels, the military theatre levels and other members of the 18th Central Committee, a total of 258 people. Related comrades from the Central Military Commission listened to opinions of the current leaders of military theaters and department leaders of the theater-level, a total of 32 people.
The method of one-on-one talks and investigation, and listening to opinions face to face, has been unanimously praised by the comrades who participated in the conversation. People generally felt that the program is well thought about, the work is carefully arranged, the procedures are well designed, and the disciplinary requirements are strict, so that the views reflected are more comprehensive, more real and more accurate.
The major innovation was reflected in drawing on experience from the history and exploring new ways of selecting Party officials:
In recommendation talks, the central committee made clear the conditions for who should be recommended, including maintaining the selection standards of a Marxist politician group and focusing on uniting knowledge and action; selecting dedicated Party officials who are both righteous and competent, and paying attention to cadres' work capabilities as well as their practical experiences; maintaining the high standards of selecting clean and virtuous Party officials and paying attention to their reputation.
Comrades participating in talks all agreed with and spoke highly of the principles of upholding high selecting standards and promoting dedicated Party officials.
They believed that leadership positions of the Party and nation were not life-long jobs, thus cadres could not be nominated simply because they were senior. The nomination should mainly be based on cadres' political performances, integrity, and the need of socialism. Moreover, cadres should be sent to different posts accordingly.
Involved cadres said that the selection of the 19th CPC central leadership candidates has improved a scientific employment mechanism, which played a significant role in forming a healthy political atmosphere in the Party and boosting the effectiveness credibility of cadre selection.
Many comrades said that collecting opinions on the personnel arrangement of the Party and the country's leadership was very extensive this time. It was an efficient method to complement intraparty democracy, and a successful practice of improving and perfecting the mechanism of selecting leaders for the Party and the state. It also pointed to a new direction of how to select officials correctly.
The big innovation was reflected in pursuing a clean and honest political atmosphere, and in reshaping the style and image of the Party:
The comrades participating in talks shouldered glorious political destiny and grave political responsibility. With a highly responsible attitude towards the Party and the country, they were serious and candid, telling the Party everything they knew, spoke from the bottom of the heart, and expressed their opinions fairly.
Comrades who participated in the talks were very serious and cautious during the preparation. Some comrades prepared an outline so that they could speak freely in the conversation. They fully expressed views on the recommendations, and many also put forward very good suggestions on the central leadership team construction. Some comrades called back to give supplementary opinions after the talks, some handed supplementary materials in written form ...
"The conversation process is also a test to myself and party education. It's a vivid practice for senior cadres to participate in the Party's political life," people reflected that this method overcame previous problems brought about by "muddling along the assembly" and "ticking the box." This model has no undercurrent, and things stayed clear and clean.
It was a well-communicated process that condensed the whole Party's will.
Based on opinions and suggestions of comrades, the Political Bureau of the CPC Central Committee put forward the candidate suggestions for the new central leadership posts on Sept 25, 2017.
Members of the next Central Commission for Discipline Inspection were proposed by the existing commission and relevant people in the CPC Central Committee's Organization Department after thorough discussion. Members of the next Central Military Commission were proposed by the existing commission after collective discussion.
On Sept 29, the Political Bureau of the Central Committee reviewed and adopted the namelist for the next central leadership posts and decided to submit the namelist to the first plenary session of the 19th CPC Central Committee and the first plenary session of the Central Commission for Discipline Inspection, where cadres to the posts would be elected and decided.
The process of selecting the new central leadership was a combination of upholding the Party's leadership and giving full play to democracy. It was a process of pooling the wisdom of the whole Party; a process that strictly followed the Party Constitution, the system and the procedure; a process that continuously improved and perfected the mechanism of selecting leaders for the Party and the country, which showed that our Party had become more solid and united, mature and confident.

They are the backbone that will unite and lead all the Party and all the Chinese people fighting in the great struggle, building the great project, advancing the great cause, and realizing the great dream with high spirit.
On Oct 24, the 19th CPC National Congress elected the next CPC Central Committee and the next Central Commission for Discipline Inspection.
On Oct 25, the first plenary session of the 19th CPC Central Committee elected new members for the new central institutes.

The 19th CPC Central Committee Political Bureau consists of 25 comrades familiar with various aspects and fields of work, all highly-educated and has expertise. The structure of comrades is quite reasonable. Some work in local departments, and some in central and state organs. There are comrades from the military and female comrades as well. Among them, ten comrades were from the 18th CPC Central Committee Political Bureau; three were transferred from the National People's Congress and the State Council, and 12 were newly promoted.
