I’d consider these facts: 1), the premier is a Wenzhou native, and Wenzhou people are famous for being business savvy, 2) His whole career spanned Zhejiang, Jiangsu and Shanghai, literally the most prosperous coastal regions in China, which is simply impossible to achieve if he has little grasp over economy. So if I have to bet with my money, I’d bet he is listening.
